The Grants Department researches and applies for funding sources that support the City's existing and planned programs and projects. During the previous five years, this department has applied for−on average−$30 million per year in possible state, federal, and foundation grants. Since 2009, Columbia has received more than $73 million in grants, allocations, and awards.

City officials gathered at the groundbreaking ceremony for the North Main Street Improvement Project. This project includes resurfacing, undergrounding utilities, landscaping, street lighting, and improving pedestrian routes and crosswalks. It is funded with $30 million from the Richland County Transportation Program, a $16.65 million TIGER Grant, a $1.3 million federal earmark, and $5.4 million from the City of Columbia for water and sewer work. The project is expected to be completed by the summer of 2019.
