Greene Street Phase 2

On Thursday May 30, 2019, the Richland County Transportation Penny Program will hold a public meeting to present plans for the Greene Street Phase 2 Improvement project.  During the public meeting, residents, property owners and project stakeholders will be given an opportunity to learn about the proposed project.   

The proposed project includes: 

  • Converting Greene Street to a three-lane curb and gutter roadway with sidewalks and dedicated bike lanes from Huger Street to Gadsden Street,
  • Constructing a new two-lane bridge with sidewalks and dedicated bike lanes over the Norfolk Southern and CSX Transportation railroads to reconnect Greene Street,
  • *Closing Devine Street at the Norfolk Southern and CSX Transportation railroad crossing between Pulaski Street and Gadsden Street, and
  • *Closing Gadsden Street at the Norfolk Southern railroad crossing south of the University of South Carolina Greek Village.

*The road closures are a requirement of Norfolk Southern’s approval to construct the new bridge along Greene Street.  The closures would occur after the improved Greene Street roadway and new bridge are open to traffic which is estimated to be approximately two years after the start of construction. Construction is anticipated to begin Fall 2019.


The meeting will be held as follows:

4:00 p.m. - 6:00 p.m. 

Columbia Metropolitan Convention Center – Carolina Room 1101 Lincoln Street

The meeting will be held in an open house format with no formal presentation. Guests are welcome to drop-in at their convenience to view maps and drawings of the proposed improvements and to discuss the project with project managers and the design team. More background information about the project will be available on the Richland County Transportation Department’s website, by May 10, 2019.
